Yes, if you’re from a visa-exempt country, you’ll need an eTA to fly to Canada. The main exceptions are US citizens and US lawful permanent residents, who don’t need one.
No, an eTA is an online travel authorization, not a visa. It’s only for short visits of up to 6 months, such as tourism, business or visiting family. To work, study long term or live in Canada, you’ll need a different permit.
