Yes. If it expired 1-15 days before the request, you can do it online. If the visa expired more than 15 days before you begin the process, you will need to do it in person at the Head Office of the Immigration and Citizenship Service.

The passport should be valid for at least six months after the planned entry date to Ethiopia. This means that, if you arrive on January 1st, the passport needs to be valid at least until July 1st.
